Successfully Implementing 100% ETPD, Bank Jatim Gives Award to Ngawi Regency Government

NGAWI, March 1, 2024. PT Bank Pembangunan Daerah Jawa Timur Tbk. (bankjatim) has given appreciation to the Ngawi Regency Government for its achievements in implementing Electronification of Local Government Transactions (ETPD) which successfully achieved a score of 100% in the Ngawi Regency Government area. Located in Pendopo Wedya Graha Ngawi Regency, the appreciation in the form of the award was handed over directly by the Director of IT & Digital bankjatim Zulhelfi Abidin to the Regional Secretary of Ngawi Regency Mokh. Sodiq Triwidiyanto and witnessed directly by bankjatim Independent Commissioner Muhammad Mas'ud on Friday (1/3).

On the occasion, Zulhelfi explained, as is well known, ETPD is an effort to change local government revenue and expenditure transactions from cash to digital-based non-cash. "It is undeniable, currently the development of technology is very rapid and continues to grow rapidly. Seeing this, bankjatim is required to inevitably be able to follow technological advances in the banking sector in order to meet the needs of services for the community, villages, and district governments, "he said.

Well, to support the acceleration of digitalization of local government transactions in all districts and cities of East Java Province, continued Zulhelfi, bankjatim has prepared 160 dedicated PICs. As for each district and city has provided 2 PICs from the Branch Office, 1 PIC from Digital Banking, and 1 PIC from IT Support. "We do all of that because we consider that the ETPD can strengthen a transparent and accountable financial management system. So it must continue to be encouraged by various parties," he explained.

Zulhelfi also explained that the success of the Ngawi Regency Government in achieving the ETPD Index Semester II Year 2023 with a total score of 100% consists of several assessment formulas. First, the implementation aspect of the Ngawi Regency Government gets a percentage of 70%. This aspect contains the ability to provide regional expenditure and revenue transaction services through various payment channels. Second, the realization aspect is 10%. This aspect includes the capacity and capability in utilizing the available payment channels to achieve the nominal amount of taxes and levies. Finally, the strategic environment aspect has a percentage of 20%. This aspect includes information system infrastructure, telecommunications, and awareness supporting ETPD services.

According to Zulhelfi, there are actually several strategies that can be done to achieve 100% ETPD Index. For example, integrating the Regional Government Information System (SIPD) - Regional Expenditure. To date, 18 out of 39 local governments in East Java Province have integrated SIPD. "By 2024, it is targeted that 33 local governments will integrate SIPD," he explained.

In addition, it is also aggressively implementing the integration of Siskeudes Link - Village Expenditure. Siskeudes Link is a village application for non-cash financial transactions for village expenditures that is integrated with the Ministry of Home Affairs. Many benefits can be obtained from implementing Siskeudes Link. Such as safer because it is no longer necessary to carry cash, orderly taxes because it can reduce leakage of tax payments in the village, facilitate financial transactions to remote areas of the village, time efficiency, and transactions and administration are more organized and can be recorded properly.

"We are also currently mapping out the implementation of the Siskeudes Link - Village Expenditures - Village Expenditures - Village Expenditures," he said.

"We are also currently massively implementing the Indonesian Credit Card (KKI) which can be used by local governments for regional spending. Until now, there have been 18 local governments that have used bankjatim co-branded KKI. Then, for KKI bankjatim itself is still in process and will be released soon," added Zulhelfi.

In 2024, bankjatim also has several plans to further improve ETPD in East Java. Zulhelfi explained, it already has a target ecosystem that will be transferred from electronic to digital to support transaction growth. The ecosystem targets are markets, malls, hospitals, transportation, education, hotels, sports, and many more. "The potential is huge, especially in Ngawi Regency. Just imagine there are 20 markets with 6,425 traders in Ngawi, then the total ASN also reaches 10,275 people. Of the total ASN alone, 49.69 percent have not become EKMG bankjatim debtors. Therefore we are quite optimistic that in 2024 the progress of ETPD in East Java will increase rapidly," he explained.
