Bank Jatim Leads Innovation by Becoming a Pioneer in Indonesia in Implementing IKD, Visited by Directorate General of Dukcapil Kemendagri and World Bank

SIDOARJO, December 15, 2023 - In June 2023, PT Bank Pembangunan Daerah Jawa Timur Tbk (bankjatim) has officially become the first bank in Indonesia to implement Digital Population Identity (IKD) for banking. Following up on this, on Friday (15/12) the Directorate General of Dukcapil Kemendagri together with the World Bank visited bankjatim Sidoarjo Branch and Malang Branch to monitor the implementation of the use of IKD in the process of opening customer accounts. The visit was attended by the Director of Population Registration and Civil Registration of the Ministry of Home Affairs of the Republic of Indonesia Akhmad Sudirman Tavipiyono and Representative of the World Bank Biondi Sanda Sima who was welcomed by Pjs Vice President of Compliance and APUPPT bankjatim Putu Denny H.

As is well known, the World Bank has disbursed a loan of US$250 or Rp 3.7 trillion to strengthen the population and civil registration system at the Directorate General of Dukcapil of the Indonesian Ministry of Home Affairs. The funds will be used to develop priority digital public infrastructure such as identity verification platforms, electronic know your customer (E-KYC), and digital identification. "We will continue to strengthen the digitization of population services, especially the use of IKD. So that population services can be accessed in just one hand," said Tavip.

Moreover, the President of the Republic of Indonesia Joko Widodo some time ago has requested that IKD be accelerated again. So later the Indonesian people do not have to hold a physical KTP, but only with IKD on a smartphone. According to Tavip, to make this happen, we must all join hands and collaborate to actively socialize and activate IKD to the community. Moreover, bankjatim has become the first bank in Indonesia to implement IKD for banking in terms of opening a bank account. So that it hopes that bankjatim frontliners can be at the forefront of this IKD socialization.

"How to do it? Maybe at the beginning when the CS or teller opens a dialog with the customer, it can be asked first whether they already have IKD? If not, it can still be served manually with a physical KTP but after that it is immediately directed to Dukcapil to make IKD. So with bankjatim we can together make history in terms of IKD implementation, "he explained.

Tavip emphasized that he received a report that IKD users are not many. Therefore, support from bankjatim is very important because with aggressive socialization of IKD can make it easier for the entire community to get safe and legal banking services from bankjatim. "We really appreciate bankjatim because it has become history in Indonesia as the first bank to implement IKD for public services," he said.

As for the benefits of making IKD quite a lot. One of them, increased efficiency and speed in the verification process. Previously, customers had to fill out manual forms and include physical copies of their identity documents to open an account. However, with digital identity, the verification process can be completed in seconds through a system connected to the Dukcapil database. This not only saves time, but also reduces the potential for human error in entering data. "Our goal is to create services that are paperless, borderless, and timeless so that time and costs can be more efficient and facilitate access to public services," said Tavip.

On the occasion, Representative of the World Bank Biondi Sanda Sima also said that the IKD socialization process must have communication standards so that the impact can be more massive. "What needs to be conveyed to the public must be clear so that all groups can understand the purpose of this IKD," he continued.

In addition, in principle, each individual is sovereign over their own personal data. So the existence of IKD can better protect the data of each individual. For example, in terms of opening an account. "For example, opening an account only requires data a,b,c,d, then our personal data given to the bank is just that. What is shared is only relevant in order to maintain the confidentiality of our personal data," added Biondi.

"Therefore, we will intensify the socialization related to IKD. Because, IKD can provide the accuracy of community data. So if data is needed for social activities, it will be more targeted and accelerate banking service transactions that have been integrated with IKD," he said. Thus, the truth of the data in the Costumer Information File (CIF) is more accurate and guaranteed in accordance with population data and civil records.
